Where are we on changing python from 37 to 38?

I am unclear on how the python world views this. Home Assistant is
going to stop working on 37 in December, which is maybe a clue, but
maybe not.

Is 37 starting to be crufty? Is 38 starting to be a better choice?

Do significant numbers of packages used by other things work on 3.7 and
not 3.8?

3.7 gets security fixes but not bugfixes. However 3.8 is only a year
old.

(I am not agitating for us to change. I would merely ask that if this
is going to change for Q4, it happen sooner rather than later.)

Could the python experts speak up about this?
