afl++: Import afl++-2.62c as wip/afl++

Hi all,

I have imported afl++ package to pkgsrc-wip and committed the changes on wip. afl++ is an upgrade to the American Fuzzy Lop (afl) fuzzer and incorporates new interesting features. 

I would be thankful if you could review the package and commit to pkgsrc if found good.
