Given that

  you resolved the issues

  there is no reason for php-fpm to prefer apache (it seems to me that
  nginx is the standard approach when the real goal is to run php-fpm)

it seems that maybe we should make the FPM_USER=fpm FPM_GROUP=www config
the default.
