Indeed, the default value of MANINSTALL has changed between NetBSD 8 and
NetBSD 9. The details are in /usr/share/mk/bsd.own.mk, keywords
MANINSTALL and MKCATPAGES.

The pkgsrc files in share/mk are still the same as in NetBSD 8, and for
them, everything works.

But since you are on NetBSD, pkgsrc's primary and native platform, the
pkgsrc version of the share/mk files is not installed by the pkgsrc
bootstrap. Instead, the files from /usr/share/mk are used, and
apparently you are the first who installs sysutils/checkperms with
PKG_DEVELOPER=yes on NetBSD 9.

This is a general problem and needs to be fixed, thank you for the bug
report.
