print/tex-texdoc does not find documentation

Dear tech-pkg,

print/tex-texdoc does not seem to have the required databases
to locate documentation anymore:

 https://github.com/TeX-Live/texdoc/commit/12a7bca13df46218b233ca2dcce8c409bc6d3750

One solution is to provide the texlive database. I have
a proposed solution in wip/texlive-tlpdb, which could be
added as a dependency for print/tex-texdoc.

What is the best way forward?
