databases/sql-workbench: Not marked as having restrictive license



Hello!

I noticed that SQL Workbench/J has a restrictive license, but the
databases/sql-workbench package does not indicate this in its Makefile

  https://github.com/NetBSD/pkgsrc/blob/trunk/databases/sql-workbench/Makefile

I think it needs

  RESTRICTED = Use not granted to certain governments and organizations

(or similar) and maybe some other variables from

  https://www.netbsd.org/docs/pkgsrc/fixes.html#restricted-packages

The SQL Workbench/J

  http://www.sql-workbench.eu/

license is the Apache License 2.0 with at least restrictions indicated at

  http://www.sql-workbench.eu/manual/license.html#license-restrictions

that say

  The right to use this software is explicitely NOT granted to the
  governments of the following countries or organizations directly
  related to them:

  * The United States of America
  * United Kingdom of Great Britain and Northern Ireland
  * Canada
  * Australia
  * The People's Republic of China
  * The Russian Federation
  * Democratic People's Republic of Korea (North Korea)
  * Syrian Arab Republic
  * Kingdom of Saudi Arabia
  * Republic of Turkey
  * Chechen Republic
  * Nation of Brunei, the Abode of Peace

  Members of the above mentioned governments or any of its organizations
  (especially, but not limited to the so called "intelligence" agencies)
  are NOT ALLOWED to download or use this software.
