This commit set:
BUILDLINK_ABI_DEPENDS.fontconfig+=      fontconfig>=2.13.0

This is problematic.

As I understand it, a buildlink3.mk's BUILDLINK_ABI_DEPENDS must be
bumped following a major bump.
fontconfig did not have a need for a major bump in a while:

Also, as I understand it, it means it will now reject a "base"
fontconfig 2.12 (which is what netbsd-current has).

I think BUILDLINK_ABI_DEPENDS could be set a lot lower for this package.
