After hearing comments from others, I've come around to the view that the upstream distfile is broken tar behavior is variable heroics to protect the directory to work around broken distfiles are too icky compared to the benefit switching the whole world to pax because of this is a huge hammer for a small issue so I added a post-extract chmod. Please file a bug with serf so they can fix this, or at least not get it wrong in the future. Also, if you add a PKG_DEVELOPER test for writable files, we can chmod those and get someone to file bugs too.
