As part of testing 2017Q1 I have done a full pkg_rr of everything that's out of date, and currently only having trouble with ocaml. (I have a few local changes that someday I'll commit, but I don't think any of them bear on the policykit/xml situation.) I didn't have policykit installed, but I did make package-install, and it built and installed fine. So I'm not sure what's going on with your system, but at the moment I have to agree with Joerg that we don't yet have an identified bug.
