A second pkgformat is already supported in a fork, see
https://github.com/jrmarino/pkgsrc-synth/tree/master/bootstrap/overlay

The link points to the patches compared to pkgsrc, if you go to
/tree/master you can directly test the modified pkgsrc tree.
