No, non-developers can be MAINTAINERs; resetting MAINTAINER to
pkgsrc-users@ means maintained by everyone(TM) (so that would be
incorrect except if the original MAINTAINER asked explicitly for that
and/or she/he is no more active/interested).
I find that an important point of pkgsrc because it easily permit
everyone interested to collaborate, despite being developers or
not.
