pkgsrc now frozen for 2016Q2

Hi all,

pkgsrc is now frozen in preparation for the 2016Q2 branch.  Now is a
great time to test that bootstrap and your favourite packages work on
your target OS.  Please let us know of any failures as soon as
possible so we can make this a great branch.

We expect to branch on 30th June.
