recent expat update in pkgsrc broke native X11 / Mesa

Hi,

It seems that this bl3.mk bump breaks native X11.
It makes native mesa not satisfying Mesa>=7.11 any more, effectively
breaking everything that includes ../../graphics/MesaLib/buildlink3.mk.
Does anyone have a clue why this happens and how we can fix it?
