How will you prevent bind, postfix, racoon, wpa_supplicant, sshd and
others from breaking? Across two major release branches + current?

Syspkgs has to be all or nothing, you can't do it selectively with just
openssl. It implies moving from stable NetBSD release branches to
a rolling release. It is definitely not as trivial as flipping some
switch a cople of weeks from now.

I do encourage you to try, though. Syspkgs will happen once somebody
comes up with the correct engineering approach. So far nobody has
managed to come up with a convincing solution that people are happy
with.
