I'm afraid gtk3 does not need 0.18.3 or higher. It needs a xgettext
which understands --language=Glade. pkgsrc's gettext doesn't understand
Glade since the "fix" to PR 28032 which prevents linking with expat.
I changed it back in gettext-tools 0.19.4nb1 - if that PR is still
a problem, I think gnulib is the place to go bug hunting.

Anyway, it means that I think this patch tests for the wrong thing:
0.19.4 is a higher version than 0.18.3, but still won't understand
Glade if it comes from the gettext-tools package.
