Since deletion proposals have recently come up, pmc's rough take is that during freeze: It's not ok to delete packages that have significant dependencies, old language versions, etc. (because such deletions have too many consequences). Deleting of leaf packages (and leafy related clusters) is acceptable (because it doesn't mess up the bulk builds), subject to the usual proposal with rationale. But probably not in the last few days of the freeze.
