It is listed here:

So I hope it is temporary issue.

You can use two workarounds:
* set shorter fetch timeout (ex, FETCH_TIMEOUT=15)
* set preferred sites to MASTER_SITE_OVERRIDE / MASTER_SITE_BACKUP
