gettext-tools and unintentional use of emacs



another diff hanging from the freeze:
on OS X 10.9, I found that getttext-tools failed to build, and that it
was trying to run emacs.  It seems there is no intentional dependency
and it should be configured off.  But I could be failing to understand
something, so please speak up - if no objections I'll commit this in 5 days.
