pkg_rr and builtins

As discovered in PR 48481, if you have a pkgsrc version of a package
installed and updates to base cause the builtin version to become
eligible for use, pkg_rr doesn't notice.

It seems like it would be good to offer the option to switch back to
the builtin version, especially since in many cases the builtin
version has been replaced with the pkgsrc version automatically and
more-or-less silently during an earlier update.

I don't know if this is even remotely possible, though. Anyone?
