The ESRs are explained here:

 http://www.mozilla.org/en-US/firefox/organizations/faq/

On (their) tier 1 platforms they provide binary updates and most users update
to each public release automatically within two weeks. We have been tracking
this very closely (thanks to ryoon@!) in pkgsc trunk recently.

ESR users do not automatically upgrade (usually because of missing rights
of the client running firefox) but are manually upgraded to a new ESR by
the system administrator.

ESRs lifetime overlaps, but only by a few months. That is why it is important
to have binaries for them available as early as possible. If we would defer
it to next quaterly branch, there would be no overlap at all.
