Hi, 
I think wip/trustedQSL is ready to import as ham/trustedQSL.
See below for DESCR.

In doing so, also import the file arrl-license, placed in 
the same directory, as licenses/arrl-license (attached 
in this mail as well).

I believe the license is logically the same as modified-bsd
license, but not exactly the same. So the above proposal.

Also, I think arrl-license can be added in 
DEFAULT_ACCEPTABLE_LICENSES.

If there are no problem, I would like to commit before freeze.

TrustedQSL is a LoTW (Logbook of The World) application to upload
QSO (contact) information onto Logbook servers maintained by the
ARRL (American Radio Relay League).

Logbook of The World - LoTW  - is an exciting way for Radio Amateurs
to confirm two-way contacts they have made and use the confirmations
as credit toward various awards.

Because Logbook of The World uses double blind comparison, users
cannot see what other users have uploaded unless there is a matched
QSO.
