QtNetwork and OpenSSL

Hi,

After change of PR pkg/43816, libQtNetwork is linked against openssl, but it is 
not in qt4-libs/buildlink3.mk.
So it result in bad situation if PREFER.openssl=pkgsrc is set or no builtin 
OpenSSL.

Then, OK to add openssl/buildlink3.mk to qt4-libs/buildlink3.mk, or add it to 
individual pkg's Makefile
using QtNetwork?
(I can find it on inputmethod/kimera. I don't know about other packages)
