I figured out the issue, which was largely me misthinking.  I need
TEXLIVE_USE_CTAN=yes in the Makefile.  Sorry about that.

As a result, I have committed a new package: print/tex-forloop.  If
anyone has comments on it, I'll gladly fix it up.
