perl, gmake, make test

Do we have a way to use "USE_TOOLS+=perl" only for a single target, namely
"test"?

Background:

perl needs gmake go build.
gmake needs perl to "make test", and actually being installed 
isn't enough for running the test out of pkgsrc/devel/gmake, but
you need the line USE_TOOLS+=perl 

Ok, the somewhat easier solution would be to have a seperate pkg that
only has the test target.
