Recommended way to rebuild a bootstrap binary kit

What is the recommended way to rebuild the binary bootstrap kit on an
existing system? some form of chroot?
Also, is there any way to create a new tar (--gzip-binary-kit) without
having to nuke & rebuild the bootstrap packages?
