maybe process limits?

It is not happened on 5.0, but on 5.1_RC4.

Not accurate.
It is not happend with gmake-3.81, but with 3.82nb1.

Take 3.

I traced "make build" with both gmake-3.81 and 3.82nb1,
nothing is differ except white spaces...

On NetBSD-5.0.2-i386, gmake is not required to build.
So gmake can be removed from USE_TOOLS.
But on NetBSD-5.1_RC4-amd64, same broken binary is created, as gmake-3.82nb1.
