No, if the lua-mode binary package is available on ftp.netbsd.org, a user 
installing it will not see any problem, because emacs-snapshot was not built 
but emacs was.  So, lua-mode will pick up emacs.  All this bulk build error 
says is that emacs-snapshot is not built.  The build build should not stop 
building other elisp packages.
