Further to this:

the difference in the log files of the working and non working 
versions up to the point where it fails is

so the "bus location" (domain?) has changed

and if I completely remove the X config file it will work with the new 
libpciaccess (thanks Sverre) but what I can't figure out yet is what 
minimal change to the config is needed to deal with the above change.
