Was this change proposed somewhere?

It was discussed on IRC and with some developers in private. Given that
there are no real alternatives (ignoring the name question), a long
discussion wouldn't help, would it?

I'll also do so.

What will be happened if do "make stage-install" without DESTDIR support?

It is the same as calling "make install".

How about "make reinstall" with DESTDIR support?

Works the same as "make reinstall" for the non-DESTDIR case without
modifying /usr/pkg, e.g.
        - remove cookies for install and package phase
        - run stage-install
        - run package
        - run package-install

Thanks to force to create and install (maybe) broken packages when
testing package installation.

And above two questions are just examples of why I wanted to say "proposed
somewhere?".

Bye.
