Good question. I should have checked this before posting.

libtool-base picked up cc from /usr/bin rather than using $CC (through
wrapped cc).

I added symlink cc -> icc and it fixed expat build.

The question is, should I add cc and c++ to wip/icc10 or should
we fix libtool and other packages to use wrapped cc?
