It's not clear that options that are deselected may be selected if they
were "suggested" by the package maintainer.  OK, it might be clear to a
lawyer but this change simply makes it clear to someone trying to take
in the whole pkgsrc system at once.  It even confused me and some
others that I consider reasonably intelligent.

It would probably have helped if PKG_SUGGESTED_OPTIONS had been called
PKG_DEFAULT_OPTIONS instead.
