A similar idea that I have in mind is to add a variable 
LAST_REPORTED_USE, so we can remove the packages that nobody has been 
using for the last four (or maybe eight) years.

By the way, where are the results from the pkgsurvey package published? 
(This should be documented in the pkgsurvey package.) That could give us 
valuable hints.
