On resume mode, file "xxx" is fetched as "xxx.pkgsrc.resume".
After fetch has been completed, "xxx.pkgsrc.resume" is renemed to
"xxx".

I'm looking at cvs log. Such a DISTFILE check and resume fetch
behavior are introduced at same time.
I'm confused...
