The key phrase is "supposed to be". The script has some heuristics to
recognize misspelled manual entries. And there are still the entries not
directly concerned with packages, eg freeze announcements. Although the
message items dealing with general infrastructure changes have
disappeared since 2005 (12 items, 2006 and 2007: 0).
