Maybe instead of exclusions, use SPECIFIC_PKGS to select the packages you 
want.

I used to use SITE_SPECIFIC_PKGS. I see SPECIFIC_PKGS and mention of other 
*_SPECIFIC_PKGS, but now I don't see all the code for it anymore.
