Actually it's mostly a bug in CVS users -- the history is still there!

(albiet that history is somewhat less accessible than it could be, and
it's only really available if the right text message is in the commit
log made when the file is removed and then again when it is re-added)

The real issue for pkgsrc is outside of CVS and totally unrelated to CVS.
