I've been looking at binary bootstrap packages on www.pkgsrc.org for  
various
operating systems and I noticed that some of them differ from  
others.  For
example some contain an mk.conf some do not.

Is there an authoritative list of files and directories that should  
exist in the
bootstrap tarballs?  Including ownership and permissions? perhaps  
even an
mtree.specfile that can be used with pax to generate the bootstrap  
tarball?
If there isn't one perhaps there should be one?
