I suggested we add a switch to pkg_add long ago to fetch only. Sorry I 
never did this yet.

It should probably still extract partially so it can download the 
dependencies too.

And we need to have a defined location on where to download. Maybe pkg_add 
can use a configuration file or an environment variable to know where the 
local packages are to be stored.

As an alternative probably a wrapper script around ftp(1) can do it.
