my view is that for most of the PKGREVISION bumps in pkgsrc, a record in
CHANGES doesn't make much sense (e.g., mass bumps for ABI changes, large
updates, etc.) and only creates unwanted noise.  i personally only note
security related PKGREVISION bumps or otherwise significant
fixes/updates.
