I'm not aware of any packages actually using this.

I was actually told that it was me who removed this (when removing 
BUILD_DEPENDS, and renaming RUN_DEPENDS to DEPENDS... the old RUN_DEPENDS 
apparently(?) never supported this)

You can still see some fragments of this in pkgsrc, fwiw, but I guess I 
won't dive in to remove them or add a check.
