Actually it does list a file:  /usr/pkg/lib/R/bin/INSTALL

There is actually a PR for this problem (pkg/32218) but I can't reproduce the 
problem, R_GZIPCMD gets set to '/usr/bin/gzip', as it should, when I build 
it.
