I guess I was confused..

I thought that PKGREVISION existed for the sake of binary packages, and
only needed to be bumped when the PLIST changed or when a security fix
was applied.

In this case, neither of those happened.  A person can successfully
install the binary package with or without the PKGREVISION bump.

It would be nice if pkgsrc/doc/guide documented the PKGREVISION rules.
