Yes, that sounds correct for "loose" dependencies -- however, if it is
necessary to configure support for the extra package, it should be off by
default rather than triggering warning messages (as in this case).

I personally vote for both changing the default config to disable SPF, *and*
adding a note to MESSAGE informing the user about the SPF package and its
spamassassin configuration option.
