It occurred to me that Geert Hendrickx wrote in gmane.os.netbsd.devel.packages:

Even when you do pkg_delete stuff, the files in PKG_SYSCONFDIR deserve special
attention. If you modify one, for some reason, it will not get removed or
replaced.
