I am not sure why you don't have the file. Do a "make clean" followed by a 
"make configure". For me the file is at:

pkgsrc/x11/gtk2/work*/gtk+-2.8.6/config.log

I didn't have that configure error. My config.log had:

configure:31486: checking Pango flags
configure:31492: result: -I/usr/pkg/include/pango-1.0 
-I/usr/pkg/include/glib/gl ib-2.0 -I/usr/pkg/lib/glib-2.0/include 
-I/usr/pkg/include/cairo -Wl,-R/usr/pkg /lib -L/usr/pkg/lib 
-lpangocairo-1.0 -lpango-1.0 -lcairo -lgobject-2.0 -lgmodule -2.0 
-lglib-2.0

I assume your config.log will actually show the cc error message about 
this.
