This .if check is really wrong in concept (and should be removed), as it has
nothing to do with the *build* environment.

That said, if it is actually necessary to mount /proc to get some linuxish
bits in it, a MESSAGE.NetBSD can be added (see lang/sun-jre15 for one that
can be used as a model).
