Does anyone have a problem with this change? Or with my decision of
making it an error instead of a warning? After all, this variable is
meant to be set per individual package, isn't it?

If you want to check it, this error currently appears in the following
files.

devel/cvsup/Makefile.common
graphics/3DKit/Makefile.common
print/pdflib/Makefile.common
sysutils/bacula/Makefile.common
wm/wmx/Makefile.common
www/navigator/Makefile.common
www/firefox-bin-java/Makefile.common
x11/xlockmore/Makefile.common
