in bsd.pkg.mk I find:

        for dir in ${INSTALLATION_DIRS}; do \
                case $$dir in                                           \
                /*)     ;;                                              \
                *bin|*bin/*|*libexec|*libexec/*)                        \
                        ${INSTALL_PROGRAM_DIR} ${PREFIX}/$$dir ;;       \
                *man/*)                                                 \
                        ${INSTALL_MAN_DIR} ${PREFIX}/$$dir ;;           \

Shouldn't the latter be *${PKGMANDIR}/*) instead of *man/*?

PKGMANDIR=${PKGMANDIR} is part of PLIST_SUBST.
No such mechanism seems to exist for INFO_DIR. Should there?
Or should info files not be listed in PLIST anyway? A tests suggests the
latter.
