Okay, I've looked through this again, and refreshed my memory, and this 
was a workaround for older versions of tcl which would install each man 
page to a `temporary' name under $PREFIX/man/man? before linking it to 
it's final names and removing the temporary.

The failure mode, of course, was that any other package with a man page 
which conflicted with the `temporary' name (very likely, since the 
temporary names were quite generic) would have its man pages removed by 
tcl's install process.

This has been fixed in more recent tcl versions, so this hack is no 
longer required and can go away now.
