if there are no packages installed on a system, /var/db/pkg may not
exist.  once a package is installed, the directory will be created.  you
can safely ignore the warning.

pkg_install is the name of the toolset -- there is no actual program
named pkg_install.  maybe that's throwing you.

I don't immediately know the answer this... but pkg_comp is a giant
shell script, so it should be find-out-able.
